Maybe I'm not truly understanding this particular press release. It seems to indicate that a private contractor (Maine Family Resource Center, Inc) was allegedly involved in giving Maine's Education Department the false data.
If that's the case, then why are Maine's taxpayers settling the suit with the Justice Department -- instead of the private corporation that gave the State of Maine the false numbers?
