by D. Cupples | Yesterday, President Bush signed a $162 billion spending bill that will fund the wars in Iraq and Afghanistan. The bill also includes a new GI bill, an expansion of unemployment benefits, and $2.7 billion for states struck by disasters -- which doesn't sound like much, given how costly natural disasters can be.
